Policy Implementation in Varying Institutional Settings

The EGPA Permanent Study Group on Public Policy provides a platform for the study of public policy in the context of public administration. Its main purpose is to develop and strengthen the ties between the fields of public administration/public management and political science/public policy by bringing scholars from these fields together. Given this purpose special attention is given to implementation theory and research.

At the EGPA-website a mission statement of the Study Group can be found. The Study Group will have its second meeting at the 2011 EGPA conference in Bucharest. The topic of this year’s call for papers has a comparative perspective and concerns policymaking across national, jurisdictional and organizational boundaries.

Workshop 2011 theme: The impact of institutional settings on policy implementation

In the practice of a policy process policymaking goes on after the policy goals have been decided upon. Seldom only one public organization has the task to implement such a policy entirely on its own. Often that policy cuts across a range of public-administrative layers, several sectors and a variety of (implementing) organizations. While the impact of these multiple dimensions will vary, it deserves research attention. After all, empirical variation in policy performance (‘success’ or ‘failure’, in terms of outputs or outcomes) to a certain extent may be related to the multi-layered, multi-sectoral and inter-organizational character of policy processes.

The theme of the workshop of the Permanent Study Group on Public Policy to be held at the EGPA 2011 conference concerns the exploration of the impact of institutional settings, particularly public-administrative systems and implementation structures, on policy implementation. The fact that in the implementation of most public policies a variety of authorities, jurisdictions and organizations is involved may enable the representation of various stakes, but can lead to coordination problems as well. What does this mean for the implementation and results of the policies involved?

Therefore we invite for papers reporting on empirical research, especially when they involve more than a single-case study. Potential participants are invited to write papers with a comparative approach. Such an approach can concern a cross-national, cross-sectoral or cross-organizational comparison.

While this will be the second meeting of the Permanent Study Group on Public Policy, the co-chairs aim at making a selection of five or six papers from a pool of the 2010 and 2011 workshops, to prepare a special issue of a journal.

Procedure

Researchers interested in the workshop theme are kindly invited to submit a short abstract outlining (max. two pages):

-          the title of the paper

-          the argument and contents of the paper

-          the research methods and empirical material used

-          name, affiliation, and contact information of the author(s)

The deadline for the submission of the abstracts is May 1, 2011. Papers will be selected by the chairpersons no later than June 1, 2011. Authors whose abstracts have been accepted should dispatch their completed text to the Study Group chairpersons and to f.maron@iias-iisa.org by July 31, 2011 at the latest.
